Patriot Act Extensions - Vote Failed (277-148, 9 Not Voting)

Under a vote that required a two-thirds majority, the House failed to pass this bill that would extend through Dec. 8, 2011, three provisions of the anti-terrorism law known as the Patriot Act. The bill is likely to be voted on this week under regular voting procedures.

United Nations Tax Equalization Refund Act - Vote Failed (259-169, 6 Not Voting)

Under a vote that required a two-thirds majority, the House failed to pass this bill that would establish as United States policy that the United Nations should return $179 million overpaid into the U.N. Tax Equalization Fund as of Dec. 31, 2009, and that the U.S. should press the U.N. to change its fund assessment procedures to reduce discrepancies. The future of the bill is unclear.

Salaam.  We have all just seen how a united Muslim Community can change even the most entrenched political systems and promote democracy in a country like Egypt or Tunisia.  We can similarly make our voices heard in our own country and state.
 
We urge every member of our community to call or e-mail his or her Congressional Representative to either thank them for voting against the extension of the Patriot Act or to express disappointment for voting in support of that extension.  Thank God, the extension was voted down.  However, two of our Congressmen did vote to extend. 

Please do not miss this opportunity to make your voice as loud as those in Tahrir Square.  Ours is a participatory democracy and works at its best when we exercise our rights by speaking up on issues that impact our communities.  It takes only a few minutes to call or e-mail.  And please know that every Congressional office counts all the calls and messages received on an issue like this.  If your Congressman receives your calls in support of a certain Act or policy, he will give it full attention.

As a loyal Muslim American living in your District in Virginia, I am very disappointed that Congressman Connolly voted to extend the Patriot Act, which is extremely objectionable to the Muslim community here.  During the 2010 campaign, Mr. Connolly actively sought the support of our community and that support was instrumental in his re-election.  It seems very deceitful for him to vote for this Act.

As a loyal Muslim American living in your District in Virginia, I am very disappointed that Congressman Wolf voted to extend the Patriot Act, which is extremely objectionable to the Muslim community here.  Our community has been actively seeking ways to restore our traditional support for the Republican Party, and it is very difficult for us to understand Mr. Wolf's support for this Act.  As one of the more moderate voices in the GOP, Mr. Wolf  had a chance to rebuild bridges to our community by opposing an Act that has unfairly demonized our community.

“President Mubarak’s decision to step down will hopefully mark the beginning of a long awaited peaceful transfer to democratic rule in Egypt. After weeks of protests, the Egyptian government is responding to the calls of its people to open the discussion about Egypt’s future to all of its citizens, and to end a repressive regime.

“This is a rare and historic moment for democracy worldwide. The Egyptian people understand that their country cannot reach its full potential under a dictatorship and have rightly called for freedom. The U.S. should continue to be on the side of the Egyptian people in Freedom Square as they move toward democracy. With the military in control, we now need to work with their leadership to ensure that elections reflecting the will of the people are held in reasonable timeframe.”

REMARKS BY THE PRESDIENT
ON EGYPT

     THE PRESIDENT:  Good afternoon, everybody.  There are very few moments in our lives where we have the privilege to witness history taking place.  This is one of those moments.  This is one of those times.  The people of Egypt have spoken, their voices have been heard, and Egypt will never be the same.

     By stepping down, President Mubarak responded to the Egyptian people’s hunger for change.  But this is not the end of Egypt’s transition.  It’s a beginning.  I’m sure there will be difficult days ahead, and many questions remain unanswered.  But I am confident that the people of Egypt can find the answers, and do so peacefully, constructively, and in the spirit of unity that has defined these last few weeks.  For Egyptians have made it clear that nothing less than genuine democracy will carry the day.

The military has served patriotically and responsibly as a caretaker to the state, and will now have to ensure a transition that is credible in the eyes of the Egyptian people.  That means protecting the rights of Egypt’s citizens, lifting the emergency law, revising the constitution and other laws to make this change irreversible, and laying out a clear path to elections that are fair and free.  Above all, this transition must bring all of Egypt’s voices to the table.  For the spirit of peaceful protest and perseverance that the Egyptian people have shown can serve as a powerful wind at the back of this change.

     The United States will continue to be a friend and partner to Egypt.  We stand ready to provide whatever assistance is necessary -- and asked for -- to pursue a credible transition to a democracy.  I’m also confident that the same ingenuity and entrepreneurial spirit that the young people of Egypt have shown in recent days can be harnessed to create new opportunity -- jobs and businesses that allow the extraordinary potential of this generation to take flight.  And I know that a democratic Egypt can advance its role of responsible leadership not only in the region but around the world.

     Egypt has played a pivotal role in human history for over 6,000 years.  But over the last few weeks, the wheel of history turned at a blinding pace as the Egyptian people demanded their universal rights. 

We saw mothers and fathers carrying their children on their shoulders to show them what true freedom might look like. 

We saw a young Egyptian say, “For the first time in my life, I really count.  My voice is heard.  Even though I’m only one person, this is the way real democracy works.”

     We saw protesters chant “Selmiyya, selmiyya” -- “We are peaceful” -- again and again. 

We saw a military that would not fire bullets at the people they were sworn to protect. 

And we saw doctors and nurses rushing into the streets to care for those who were wounded, volunteers checking protesters to ensure that they were unarmed.

     We saw people of faith praying together and chanting – “Muslims, Christians, We are one.”  And though we know that the strains between faiths still divide too many in this world and no single event will close that chasm immediately, these scenes remind us that we need not be defined by our differences.  We can be defined by the common humanity that we share.

     And above all, we saw a new generation emerge -- a generation that uses their own creativity and talent and technology to call for a government that represented their hopes and not their fears; a government that is responsive to their boundless aspirations.  One Egyptian put it simply:  Most people have discovered in the last few days…that they are worth something, and this cannot be taken away from them anymore, ever.

     This is the power of human dignity, and it can never be denied.  Egyptians have inspired us, and they’ve done so by putting the lie to the idea that justice is best gained through violence.  For in Egypt, it was the moral force of nonviolence -- not terrorism, not mindless killing -- but nonviolence, moral force that bent the arc of history toward justice once more.
    
     And while the sights and sounds that we heard were entirely Egyptian, we can’t help but hear the echoes of history -- echoes from Germans tearing down a wall, Indonesian students taking to the streets, Gandhi leading his people down the path of justice. 

     As Martin Luther King said in celebrating the birth of a new nation in Ghana while trying to perfect his own, “There is something in the soul that cries out for freedom.”  Those were the cries that came from Tahrir Square, and the entire world has taken note.

     Today belongs to the people of Egypt, and the American people are moved by these scenes in Cairo and across Egypt because of who we are as a people and the kind of world that we want our children to grow up in.

     The word Tahrir means liberation.  It is a word that speaks to that something in our souls that cries out for freedom.  And forevermore it will remind us of the Egyptian people -- of what they did, of the things that they stood for, and how they changed their country, and in doing so changed the world.

Patriot Act Defeated?


Late last night, some o the Republicans in Congress attempted to jam a renewal of several of the most controversial provisions of the Patriot Act through the House of Representatives. Since the days of George W. Bush, must of the Republicans and some Democrats have supported these unconstitutional attacks on our

personal liberties that have allowed our own government to spy on Americans without a warrant.

However, this time, the members of the Congressional Progressive Caucus stopped them.

That's right, progressives in Congress stood strong and their colleagues in the House followed their lead -- including most Democrats and even two dozen Republicans. It's important that -- even as the Republicans control the House --  under the leadership of Raul Grijalva and Keith Ellison, Progressive Caucus Members are building coalitions across party lines to get the people's business done.

Please thank the members of the Congressional Progressive Caucus right now and encourage them to

continue to stand strong if Speaker Boehner tries again.

Let me be clear, if the members of the Congressional Progressive Caucus had not fought so hard or showed real leadership, the vote could have easily gone the other way.

Republicans were only seven votes shy of renewal. But the fight is probably not over; Republicans are already vowing to try again.

This is our chance to make sure every member of the Progressive Caucus knows when they stand up and fight, we take notice. When Democrats act like Democrats and defend our personal liberties, we have their back. And perhaps most importantly, if this comes up for a vote again, we're depending on them to not back down.

 An anti-profiling bill is introduced by Delegate Englin and delegates Brink, Hope, James, McClellan, Morrissey, Plum, Scott, J.M., Sickles, Surovell, Toscano and Watts might be heard this Wednesday, February 2 in at the House Courts of Justice Sub-Committee in House Courts of Justice Virgina General Assembly:

 Please contact the Delegates that is highlighted with RED first and ask them to vote YES on the Anti-Profiling bill HB 2466.  

This bill is designed to protect all of us who drive, work and live in Virginia.  HB 2466 will require police officers to collect certain demographic information at a traffic stop from now until July 1, 2015.  As a result of enacting this bill, we will be able to objectively establish whether or not racial profiling is happening in Virginia. 


-  Racial profiling occurs when police target people for humiliating and often frightening interrogations, searches, and detentions based not on any evidence of criminal activity, but on individuals’ perceived race, ethnicity, nationality or religion.

- Racial profiling violates the U.S. Constitution by betraying the fundamental American promise of equal protection under the law, and infringing on the 4th Amendment guarantee that all people be free from unreasonable searches and seizures.

- According to the US Census bureau, there are 7.7 million people living in Virginia, of which 5.2 million (67%) are White alone, 1.5 million (19%) are African American, and 1.1 million (14%) are of other race or ethnic background.  Historically racial profiling has happened to the African-Americans and Hispanics, but racial profiling also affects Native Americans, and increasingly after 9/11, Arabs, Muslims and South Asians.

-  In a state where there are so many traffic laws, and there are many simple mistakes that a driver could make in inadvertently (such as failing to give proper signal), having a bill like HB 2466 becomes critical to balance the need for enforcement with the need to avoid bias-based policing.

- Presently when applying for a driver license in Virginia, individuals have to prove that they are legally present in this country.  Undocumented people cannot currently obtain a Driver’s License in Virginia.

- While some people could argue that it will be expensive to require police to record demographic information, the cost is justified not only to prevent lawsuits that would be even more costly, but also to protect the values upon which our country was founded.

- The bill is designed to assist anybody in Virginia who is interested in establishing whether or not racial profiling and bias-based policing are taking place in Virginia. 

- With this bill enacted through July 1, 2015, drivers in Virginia will rest assured that they are not being stopped by a law enforcement officer, using the way a person looks or sounds as the only identifier.
